Iv. An overview of the possible environmental impacts of the project

1. Exhaust gas

This project does not involve the production and business activities related to the specific introduction of the project, and the introduction of industrial enterprises need to be assessed separately. This project is a supporting wastewater treatment station project. During operation, the waste gas is mainly foul odor (ammonia, hydrogen sulfide, NMHC, etc.).

2. Waste water

The wastewater during the operation period of this project is mainly office and domestic sewage and production wastewater of the enterprise to be settled.

3. Noise

The noise in the operation process of this project mainly comes from the noise of various pumps, fans, air compressors and other aerodynamic and mechanical equipment, and the noise intensity is about 70 ~ 85dB (A).

4. Solid waste

The solid waste in this project mainly includes hazardous waste, waste to be identified and general solid waste. Hazardous waste mainly includes waste activated carbon, etc. The waste to be identified is mainly sludge from wastewater treatment station. General waste mainly includes office household waste, sludge in pretreatment tank, kitchen waste and waste grease in grease trap, etc.

5. Key points of countermeasures and measures to prevent or mitigate adverse environmental impacts

1. Exhaust gas

The waste gas of the project mainly consists of canteen smoke, production waste gas, and odor of waste water treatment station. The production waste gas shall be evaluated by the environmental impact assessment of the industrial enterprises to be introduced, and the waste gas generated by them shall be collected and treated strictly and discharged to meet the standards. The canteen lampblack is to be installed with lampblack purification facilities. After the lampblack is treated, it will be discharged through the roof of the special flue; The waste water treatment station is completely closed, and the odor is collected and transported to the waste gas treatment system (alkali washing + water washing + activated carbon adsorption + low temperature plasma purification system) through the pipeline, and then discharged through the roof exhaust port of Building 9 (58.7m above the ground).

After the above waste gas is treated by their respective treatment systems, the hydrogen sulfide, ammonia and NMHC of this project can meet the requirements of "Table 2 Special emission limits of air pollutants" in the "Emission Standards for Air Pollutants of Pharmaceutical Industry" (GB 37823-2019); Canteen lampblack can meet the 2 mg/m3 standard limit in the "lampblack Emission Standard for Catering Industry" (GB18483-2001).

2. Waste water

The wastewater of this project is divided into two categories: production-related wastewater and office and domestic wastewater. The production-related wastewater is mainly the production wastewater generated by the enterprises to be settled in the project. After being treated by the supporting wastewater treatment facilities of the project, the wastewater of the project enters the municipal sewage network of the Bio-City Park through the main sewage outlet. After treatment by the office domestic sewage pretreatment facility of the project, the project wastewater enters the municipal sewage network of the Bio-City Park through the main drainage outlet, and then enters the Bio-city sewage treatment plant for treatment, and finally enters the Jinjiang River.

A wastewater treatment station is set up in this project. The wastewater treatment system adopts the process of "grid + regulating tank + hydrolytic acidification + sedimentation tank + secondary AO+ secondary sedimentation tank + Fenton oxidation + coagulation precipitation + contact disinfection", and the designed treatment capacity is 2500m3/d. In addition, a small amount of high-concentration wastewater in this project needs to be pre-treated by the "micro-electrolysis + catalytic oxidation" process and then transferred into the comprehensive wastewater. After the effluent treated by the sewage treatment station reaches the third level standard of "Comprehensive Sewage Discharge Standard" (GB8978-1996) and the relevant standards of "Water Quality Standard of Sewage discharged into Urban Sewers" (GB/T31962-2015), it is then discharged into the Jinjiang River through the sewage network for centralized treatment in Bicheng sewage treatment plant.

3. Noise

All kinds of pumps in this project are arranged in a closed workshop, and strict noise reduction measures are taken. Fan inlet and outlet on the roof

4. Solid waste

The solid waste in this project mainly includes hazardous waste, waste to be identified and general solid waste. Hazardous waste mainly includes waste activated carbon, etc., which is directly sent to qualified units for treatment; The waste to be identified is mainly the sludge of wastewater treatment station. The hazardous characteristics of the sludge of wastewater treatment station should be identified regularly. If the identification result is determined to be hazardous waste, it should be disposed of by the unit qualified for hazardous waste treatment. If it is identified as general solid waste, it shall be handed over to the corresponding unit for resource and harmless disposal; The general waste mainly includes office household waste, pretreatment tank sludge, kitchen waste and grease waste in grease trap, etc. The office household waste and sewage treatment system sludge are uniformly removed by the municipal sanitation department; Kitchen waste and grease waste from grease traps shall be disposed of by units qualified for disposal of kitchen waste.

5. Groundwater

In order to avoid the impact of the project operation on the groundwater environment, the EIA requires the construction of the project to take zoning anti-seepage measures, set up key anti-seepage zone, general anti-seepage zone and simple anti-seepage zone.

Key impermeable areas: waste water treatment stations, accident ponds, dangerous goods chemical storage are listed as key impermeable areas. The wastewater treatment station shall use P6 grade impervious concrete of 30cm thickness equivalent to the clay impervious layer with thickness Mb=6m and permeability coefficient K≤10-7cm/s (permeability coefficient K=0.49×10-8cm/s) in accordance with the requirements of the key impervious areas of the Technical Guidelines for Environmental Impact Assessment - Groundwater Environment (HJ610-2016).

General impermeable area: Domestic sewage pretreatment tank, grease trap and garbage station are listed as general impermeable areas, which should be adopted with thickness Mb=1.5m in accordance with the requirements of "Technical Guidelines for Environmental Impact Assessment - Groundwater Environment" (HJ610-2016). The permeability coefficient K≤10-7cm/s clay impervious layer is equivalent to 20cm thick P4 grade impervious concrete for impervious protection (permeability coefficient K=0.78×10-8cm/s).

Simple impervious areas: shift dormitories, fire pools, and factory roads are listed as simple impervious areas, and the ground is hardened with general cement.

Since the standard factory building built in this project has not yet determined the settled enterprises, the pollutant generation path and pollutant category cannot be specified in this project, so this EIA does not put forward the seepage prevention requirements of the above structures, and the ground seepage prevention measures are determined according to the actual projects introduced by each structure.

Key points of the conclusions of the environmental impact assessment presented in the environmental impact report

Chengdu Tongchuang Valley Industrial and Urban Integration Project is located in Groups 8, 9 and 10, Fenghuang Community, Yongan Town, Shuangliu District, Chengdu (within the planning scope of Chengdu Tianfu International Biological City). The construction of the project is in line with the current national industrial policy and the local development plan. The pollution control measures to be taken by the project are economically feasible and technically reliable. Although its construction and operation process inevitably produces a certain amount of waste water, waste gas, noise and solid waste, but with its supporting environmental protection facilities, the choice of reasonable treatment plan, as long as the management is carefully strengthened, the implementation of environmental protection measures, fully meet the national and local environmental protection regulations and standards, the environmental impact is acceptable. At the same time, the environmental risk management measures of the project are effective and reliable, and environmental risks can be prevented and controlled. The project can recover and use resources as much as possible, strengthen management and daily monitoring, and meet the requirements of national and local environmental protection regulations and standards. On the premise that the project construction unit strictly implements the environmental protection measures proposed in this report, the site selection of the project is feasible from the perspective of environmental impact.
