On November 2, 2018, Zhao Leji, member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the Central Commission for Discipline Inspection, attended and delivered a speech at the meeting on deepening the reform and mobilization of the institutions dispatched by the Central Commission for Discipline Inspection and the State Supervisory Commission. 

Zhao Leji pointed out that dispatched supervision is a supervision mechanism with Chinese characteristics and an important content of the Party and state supervision system.  It is necessary to give full play to the authority of "Pai" and the advantage of "resident", focus on the leading group of the supervised unit and its members, and improve the ability to discover and solve problems. It is necessary to strengthen daily supervision, make good use of the unique advantages of close proximity, all-weather and normalization, consciously incorporate supervision into daily work, and make ear biting and sleeve pulling, red face sweating become normal. It is necessary to accurately grasp and effectively exercise the power of supervision, carry out supervision and supervision in accordance with the law, and make all public officials who exercise public power subject to legal constraints.

Zhao Leji pointed out that the reform of accredited institutions should adhere to the classification and hierarchical promotion, focus on promoting the implementation of two functions of accredited institutions of central and state organs, play a supervisory role, orderly carry out the work of assigning discipline inspection and supervision teams to centrally administered financial enterprises, and steadily promote the reform of the discipline inspection and supervision system of colleges and universities in which centrally administered enterprises, Party secretaries and principals are included in the central management. Local discipline inspection and supervision commissions at all levels should actively and steadily promote reform in accordance with the deployment requirements of the Party Central Committee and the spirit of the Opinions, combined with reality.

Zhao Leji stressed that to insist on blacksmithing must be hard itself, continue to deepen the transformation of functions, transformation of methods, transformation of style, and create a loyal and clean cadre team of accredited institutions.  It is necessary to improve the ability of accurate supervision, investigation and research, overall coordination, and the ability to use the "four forms" of supervision and discipline enforcement. We must adhere to the principle of Party spirit, carry forward the spirit of struggle, insist on seeking truth from facts, and carry out supervision in accordance with rules and regulations. We must consciously accept the supervision of the Party and other parties, and resolutely prevent "darkness under the lamp."
