1. Deepening institutional reform of the CPC Central Committee
The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics. 1. Establishing a National Supervisory Commission. 9. Organization Department of the CPC Central Committee shall administer the Office of the Central Commission for Public Sector Reform in a unified way. 13. The United Front Work Department of the CPC Central Committee exercises unified leadership over the State Ethnic Affairs Commission. (14) The United Front Work Department of the CPC Central Committee shall administer religious work in a unified manner. In order to strengthen the Party's centralized and unified leadership over religious work, fully implement the Party's basic policy on religious work, adhere to the Sinicization of religion in China, coordinate resources and forces such as united front and religion, and actively guide religion to adapt to socialist society, the State Administration for Religious Affairs was merged into the United Front Work Department of the CPC Central Committee. (15) The United Front Work Department of the CPC Central Committee shall administer overseas Chinese affairs uniformly. The Overseas Chinese Affairs Office of the State Council was merged into the United Front Work Department of the CPC Central Committee in order to strengthen the Party's centralized and unified leadership over overseas United front work, unite overseas Chinese and returned overseas Chinese and their families more extensively, and give better play to the role of mass organizations. The United Front Work Department of the CPC Central Committee retains the brand of Overseas Chinese Affairs Office of the State Council.
After the adjustment, the main responsibilities of the United Front Work Department of the CPC Central Committee in respect of overseas Chinese affairs are to provide unified leadership over overseas united front work, manage the administration of overseas Chinese affairs, formulate policies and plans for overseas Chinese affairs, investigate and study overseas Chinese affairs at home and abroad, coordinate the work involving overseas Chinese by relevant departments and social organizations, contact relevant associations and representatives in Hong Kong, Macao and overseas. 16. Optimizing the responsibilities of the Office of the Central Cyberspace Affairs Commission. (18) The Central Social Security Comprehensive Management Committee and its office will no longer be established. (20) Assign the responsibilities of the Central Leading Group on Preventing and Dealing with cults and its offices to the Central Political and Legal Affairs Commission and the Ministry of Public Security. (22) The Internal Affairs and Justice Committee of the NPC was renamed the Supervision and Justice Committee of the NPC. On the basis of its original duties, the NPC Supervision and Justice Committee has increased its responsibilities in supporting the deepening of the reform of the national supervision system, improving the national supervision system, and promoting the organic unity of intra-party supervision and supervision by state organs.
The Law Committee of the National People's Congress was renamed the Constitution and Law Committee of the National People's Congress. 3. Deepen institutional reform of The State Council
To deepen institutional reform of The State Council, we need to focus on transforming government functions, and resolutely get rid of institutional drawbacks that prevent the market from playing a decisive role in resource allocation and better play the role of the government. (24) Establishment of the Department of Natural Resources. Building an ecological civilization is a thousand-year project for the sustainable development of the Chinese nation. 6. Deepen cross-military and civilian reform

All active service personnel will be converted into people's police personnel.
(56) Reform of public security fire fighting forces. The public security firefighting force will no longer be listed as the armed police force, and all will be retired from active service.
After the public security fire fighting forces were transferred to local areas, all the active personnel were converted into administrative personnel, and the formed units were assigned to the Ministry of Emergency Management to undertake fire fighting rescue and other emergency rescue work, giving full play to the role of the main emergency rescue force and the national team.
(57) Reform of the public security forces. The public security forces will no longer be classified as armed police forces and all will be retired from active service.
After the transfer of the public security guard forces to local areas, the system of the police bureau (department) under the management of the public security organs at the same level will remain unchanged, assume the prescribed tasks of security, and all the active personnel will be converted to the people's police.
(58) The Coast Guard was transferred to the Armed Police Force. In accordance with the method of first transfer and then integration, all the coast guard teams and related functions under the leadership and management of the State Oceanic Administration (China Sea Police Station) will be assigned to the Armed police force.
(59) The Armed Police Force will no longer lead and manage the gold, forest, and hydropower units of the Armed Police Force. In accordance with the method of first transfer and then integration, the gold, forest and hydropower units of the armed police will be transferred to the relevant functional departments of the state, and the officers and soldiers will be collectively transferred to non-active professional units.
After the Gold Force of the Armed police was converted into a non-active professional team, it was merged into the Ministry of Natural Resources to undertake the tasks of basic national public welfare geological work and the exploration of polymetallic mineral resources, and the active force was converted into the establishment of financial subsidies. (60) The Armed Police Force will no longer undertake customs duties. All the troops participating in customs duty will be withdrawn at one time and returned to the Armed Police Force.
In order to supplement the gap in the front-line supervision of the customs after the withdrawal of the armed police force, the customs system should be integrated with the inspection and quarantine system, increase internal potential exploitation efforts, and receive a part of the transferred officers and soldiers through the approval of the military transfer establishment, and solve the problem by purchasing services and hiring security personnel.
7. Deepen the reform of mass organizations
In the reform of mass organization, we must earnestly implement the decisions and arrangements of the Party Central Committee on the reform of mass organizations, improve the system for unified leadership of the Party Committee in the work of mass organizations, closely focus on maintaining and enhancing the main line of political, advanced and mass nature, strengthen problem awareness, promote reform with greater efforts and more concrete measures, and strive to solve the problems of "institutionalization, administration, aristocracy and entertainment". We will strengthen the management of quotas for party and government bodies at all levels, and calculate the quotas for local party committees at all levels in a unified manner with those for government bodies at the same level. Public institutions that assume administrative functions will be integrated into the quota management of local party and government organs. The amount of provincial Party and government organs shall be approved and managed by the Party Central Committee. The amount of party and government institutions at the city and county levels shall be strictly managed by provincial party committees.

Deepening the reform of Party and state institutions is a profound change to modernize the country's governance system and governance capacity, and a major political task bearing on the overall cause of the Party and the country.
