双流成立两个人才“联盟” 打通院训企用人隔阂

长期以来,在产业人才培育方面,由于院校、培训机构与企业之间供需信息不对称、训用专业不一致、输送渠道不畅通,一方面企业存在选才引才难,另一方面院校存在办学方向不明、同质化竞争,学科专业设置与企业所需人才脱节等问题。11月28日,成都市双流区成立“空港HR联盟”暨“空港技能人才培训联盟”,旨在打通三者之间的隔阂,推动人力资源更加高质高效的助力经济高质量发展。

据介绍,“两个联盟”由双流区委组织部、区人社局发起成立,通过政府搭平台给服务、企业广泛参与、院校和人力资源服务机构协同协作,建立一种深度合作、高度融合的战略合作关系,形成人才开发、培育、使用、服务新机制,建设与高质量发展要求相适应、与产业发展相匹配的高素质产业人才队伍。

其中,“空港HR联盟”,主要由企业、高校、职业院校、科研院所(产业园)、人力资源服务机构、政府相关部门组成,首批选取50家联盟成员作为理事单位。联盟下设理事会,负责联盟重大事项讨论和决策;联盟秘书处设在双流人才服务有限公司,负责联盟各项事务策划和实施。通过构建人力资源公共服务平台、人力资源供需信息交流平台、短期用工信息发布平台,整合校院企地资源,有效解决人才供需不匹配、人才开发不充分、人才服务不全面的问题。

“空港技能人才培训联盟”,整合院校、培训机构的师资、专业、场地、设备等资源,秉承“信息互通、资源共用、培训共抓、成果共享”原则,促进校企地共育人才、共谋发展,为企业解决“引才难”、为学生解决“就业难”等问题。今天,将有17所院校、培训机构与208家企业签订培训技能人才协议,13所院校之间签订项目合作协议32份,计划5年内为企业培育高技能人才1.5万人。

双流区委相关负责人表示,当前,双流正加快构建以航空经济为引领、生物产业和电子信息为支撑、绿色能源等特色优势产业为基础的“3+1”现代产业体系,需要大量的各层次人才,需要引进培养大批创新创业团队。成立  两个“联盟”,目的就是紧扣主导产业发展方向、企业人才之需,为产业和企业提供全方位、全周期的人才管理服务,推动质量、效率、动力变革,为奋力打造航空经济之都、生物产业之城、电子信息之谷提供强有力的人才智力支撑。

两个“联盟”每年年初发布年度工作计划,确定全年工作任务和安排。定期搜集各方需求、及时发布政策信息、宣传推广联盟工作等。为联盟成员提供职称评价、人事人才、就业创业、社会保障、培训考试、技能鉴定、劳动仲裁等相关政策咨询。以企业座谈会、校企对接会、人力资源展示会等形式,搭建联盟成员人力资源信息交流平台。

每年组织各类专场招聘会不低于50场次,重点举办城市行、校园行、企业行、“蓉漂”人才荟等招聘活动。通过举办“智汇双流”公开课、主题沙龙、专题讲座、继续教育、职业技能培训等,助力企业人才能力提升。采取“企业下单+学校接单”培养模式,联动开展定向订单制、新型学徒制等培训,每年培训专业技能人才2000名以上。为企业提供招聘流程优化、培训体系搭建、员工派遣、人力资源管理咨询等服务。编制双流区人才资源状况报告(蓝皮书)、双流区人力资源状况开发指引(白皮书)。
