坚定不移把全面从严治党引向深入——吉林长春长生生物疫苗造假事件有感

自上周以来,吉林长春长生生物疫苗案件在各大网络媒体上持续发酵,引发了人们的广泛关注。网络上各类新闻、微信朋友圈大量转发,引发了民众的集体恐慌、焦虑和愤怒。人们之所以对这一事件高度关注,只因疫苗案件已经涉及到了广大人民群众的根本利益:孩子的生命健康与安全。假疫苗案件引发的是极其恶劣的社会负面影响,诱发的是人民群众的极度不安全感及信任危机。这不禁令人联想起多年前的“三聚氰胺”毒奶粉事件以及“毒胶囊”事

自上周以来,吉林长春长生生物疫苗案件在各大网络媒体上持续发酵,引发了人们的广泛关注。网络上各类新闻、微信朋友圈大量转发,引发了民众的集体恐慌、焦虑和愤怒。人们之所以对这一事件高度关注,只因疫苗案件已经涉及到了广大人民群众的根本利益:孩子的生命健康与安全。

假疫苗案件引发的是极其恶劣的社会负面影响,诱发的是人民群众的极度不安全感及信任危机。这不禁令人联想起多年前的“三聚氰胺”毒奶粉事件以及“毒胶囊”事件。如果在涉及人民群众根本利益的民生领域频繁出现重大安全隐患事件,姑且不论事件背后实质诱发因素到底是企业社会责任的缺位,还是监管部门的失职、渎职,最终侵蚀的都是广大人民群众的安全感、幸福感,最终丧失的都是广大人民群众对党和政府的依赖和信任!

这次长春长生生物疫苗案件引发广大人民群众愤怒的几个关键点在于:

第一、行政处罚决定书显示,对于涉事百白破疫苗,总共处罚金额344.29万元,在巨大的经济利益面前,企业违法成本是否严重偏低?

第二、长春长生屡罚屡犯,卷入多起商业贿赂案。有报道称自2010年以来,长春长生销售人员已涉多起向地方医院、疾病防疫部门负责人行贿案。据中国裁判文书网公示,涉及长春长生的司法裁定书中,10余起是通过回扣方式行贿,所涉及的疫苗则包括狂犬、水痘、乙肝、流感等;其中,72元/支的冻干狂犬病疫苗回扣额高达20元/支。为了追逐财富和金钱,企业的“良心”和社会责任都可以抛到“九霄云外”吗?

第三、涉事企业立案调查到处罚间隔近9个月,时间间隔之久令人民群众产生质疑。据山东省济南市某区食药监局一位负责人表示,从立案到结案,即使有检验、行政复议等环节,也不会这么长时间,“一般2-3个月”。制度监管为何屡屡失灵?也成为了民众舆论的聚焦点和热点问题。无论是两年前的山东疫苗案,去年的长春“百白破”案,还是如今长春长生疫苗案的再度发酵,人命关天的疫苗,为何我们制度监管屡屡失守?

7月22日,正当处于民众舆论的风口浪尖之时,李克强总理就疫苗案作出重要批示:此次疫苗事件突破人的道德底线,必须给全国人民一个明明白白的交代。7月23日,习近平总书记对长春长生生物疫苗案作出重要指示:要一查到底严肃问责,始终把人民群众的身体健康放在首位, 坚决守住安全底线。

总理和总书记的重要指示,给处于恐慌、焦虑、愤怒之中民众吃了一记定心丸,也让我们看到了党和政府对广大人民群众切身利益的重视和解决问题的决心。总理和总书记的重要指示,让我们知道,我们党始终是代表着广大人民群众的根本利益的,我们党始终是和人民群众站在一起的,办好中国的事情,解决好人民群众的问题,关键在党,关键在党要管党、从严治党。

党的十九大报告指出,坚定不移全面从严治党,不断提高党的执政能力和领导水平。作为一名基层的纪检监察工作者,我坚持认为这次问题疫苗案件固然是令人心痛和愤怒,但又何尝不是一次坚定不移把全面从严治党引向深入的良好契机呢?

首先,通过依法严惩违法乱纪的涉事企业,彰显社会公平,还人民一个公道。长春长生疫苗事件绝不仅仅是个个案,俗话说如果你在厨房看见一只蟑螂,那里面就肯定不止一只!政府监管部门可以借此时机,加大对疫苗行业的检查,重拳出击,彻底让这些丧失了“良心”的违法乱纪企业“出局”。

其次,此次案件中吉林省食药监局在监管环节暴露出的问题,需严查重处监管部门内部是否存在懒政、慢政、乱政和“微腐败”行为,我们党员干部自身反腐意识强不强?党性坚不坚定?自上而下各级党组织需将全面从严治党引向深入,先从党员干部抓起,正风肃纪,提高反腐意识,拒绝懒政、慢政、乱政现象。

再次,针对涉事企业屡罚屡犯、违法成本偏低、处罚较轻的问题,监管部门应大兴调研之风,针对暴露的问题,全面梳理和“堵住”制度中存在的“漏洞”。加强制度和体系建设,完善生产、销售、运输、仓储、注射等每一个监管环节,并从源头上防止企业违法乱纪行为的发生。

最后,健全惩戒体系,发挥震慑作用,恢复人民群众的信任感。疫苗失信比失效更可怕,针对疫苗生产企业造假行为,务必要建立起严厉而有效的惩戒体系,让企业为失信和违法乱纪付出高昂的代价,监管层需对违法违规企业“零容忍”,“架好”带电的“高压线”,发挥强大的震慑效应,重新恢复广大人民群众对国产疫苗的信任感。
