浅谈双流路边占道智慧停车系统

随着人民生活水平不断提高和社会经济的快速发展,汽车化进程不断加快,私家车迅速增长的情形下,双流区也开始面临“车多位少”的困境,迫使很多车主把车直接停在道路上,这一方面影响交通畅通,带来交通安全隐患;另一方面也不利于车辆的管理,车辆容易被破坏或被偷盗,给车主带来财产损失。与此同时,随着城市停车场规模也日益大型化,加之服务车辆繁杂,人工管理的效率和可靠性已难以满足其在管理上提出的要求,此时,运用监控、

双流区智能停车系统的产生由来

从资源使用模式上讲,路内泊车的应用实质是一种借用道路通行资源来补偿、接济路外停车资源短缺而满足社会停车需求的一种对道路交通载体资源的应用(消费)模式。这种资源使用实质要求所建立的服务系统在借用道路通行资源(路面)时必须遵循一个基本原则:不因借路停车而造成路面的物理现状和功能现状的较大改变,考虑车主短时停车特征,减少长时占用道路资源,提升道路通行能力。

从收费管理特点来看,道路停车不同于路外停车场,根本不具备对服务作业环境的封闭条件,也不能依靠设备、设施来进行硬约束,从而实现对泊位内车辆的物理管控。因而在停车收费上尽量采用“非现金交易”和“后台支付”的模式,在监管上,只能充分借助技术设备,实现对信息的采集和处理。

传统的基于人工值守型的路内泊停车收费系统,采用不计人工成本的“人海战术”,其人工管理(伺服)强度一般为每人15-25个车位左右。另外,基于人工管理的系统的客观性、严密性,可靠性均很难得到保障。因此,应充分借助技术设备,实现收费与监管相分离,现场管理人员尽量不参与现金收费,重点负责对车辆的取证以及前端设备的维保,其“作业强度”应达到每班次每人伺服80-100个泊位或以上。

双流区智能停车系统的设计理念

双流停车智能管理系统在设计上,更多居于便捷性和车辆管理人员安全的考量,收费员与机器的交互及互动性大大加强。针对于收费PDA机,收费员可以有效的查询来车欠费情况,帮助车主补缴之前的欠费;基于车位的精确查找,不但可以直接显示空余车位的位置,可以帮助驾驶人员快速的寻找到停车位置;该系统提供微信与支付宝网上支付功能,方便车主网上支付,减少现金交易;收费PDA终端选用分体式Andriod机与蓝牙打印机,使收费员更便于携带,同时大大的提高了续航能力,确保在一天内可以不间断的使用而不充电;针对于路面的差别化收费,系统提供停车自动计时,实现精准计时收费;拍照计费,确保车辆停在所画的停车线内,拍照记录后系统才能计时计费,为车主提供图片记录。

目前,停车公司通过占道形式在东升、西航港等7个镇(街)设置临时占道停车点位133个,共计8351个泊位,已经全面使用智能化停车系统进行差别化收费,由于设计上的易用性,让所有收费员很快的从人工收费转变为智能收费,同时新入职的员工也很容易掌握这种操作,提高了服务效率。

双流区智能停车系统的服务成果

双流占道停车实现了城市路边停车的电子化收费,解决了支付手段繁琐、计时计费不准确、收费管理混乱的问题,杜绝了停车收入人为流失现象。同时实现了对路边停车的精细化管理,解决了车辆乱停放、泊位利用率低等问题、同时,大大提升了运营管理效率,人均管理泊位数提高4倍,节省大量人力、管理成本。便民利民的同时也有效缓解了交通拥堵。

总而言之,双流区智能停车系统实现了路边占道停车的职能管理,更人性化、更科学化,对道路上的安全和交通的畅通提供了必要的保障。同时随着新技术、新产品的涌现,我们也会将更多先进的技术设备和管理手段应用到其中,使得双流智能停车的功能得到进一步的提升。
