The project is located at the junction of Shuangliu Xiehe District and Gaoxin South District, between Tianfu 5th Street and Huafu Avenue. The west side of the area is Jiang 'an River, the east side is Jiannan Avenue, land development and municipal infrastructure construction lag.

In accordance with the instructions of Mayor Luo Qiang on July 26 to investigate the progress of the people's livelihood for half a year and the instructions of the municipal leaders in the Construction Committee on September 2 in the Report on the Open Road and public construction supporting planning and construction of the junction area of Chengdu High-tech Zone, Tianfu New District and Shuangliu District, the district will be used as the main venue for the implementation and the holding of the "15-minute service Circle" for three years. The preliminary design review meeting was held in the conference room on the first floor of the District Planning and Construction Authority on May 14, 2018, and the opinions of relevant departments and experts have been obtained.
